CESI Civil-Geotechnical-Surveying is a multi-disciplined design and consulting firm specializing in civil engineering, geotechnical engineering, and professional surveying.
CESI was established in 1978. For almost 40 years CESI has provided due diligence, design, and construction support services for residential, industrial, and institutional projects throughout the Charlotte region, across North Carolina, and in neighboring states. We at CESI strive to provide quality professional services for our clients, from project conception to completion, that seek to minimize change orders and preserve the integrity of the construction budget.
CESI’s offices are located just outside of Charlotte, North Carolina, but with easy access to project sites across the Southeast.
The CESI team is made up of experienced professionals with many years accumulated experience not only in the technical aspects of plan design and approval, but also the practical aspects of construction means and methods required for project development. Clients have found our deep familiarity with construction useful for both greenfield development, and for large-scale site-and-building redevelopment projects, as well.

Mr. Rankin, CESI’s first employee in 1978, graduated from NC State University with a BS in Biological and Agricultural Engineering. He has almost 40 years practicing civil engineering and land surveying with the firm and now focuses on administrative and management duties as President. Mr. Rankin has served on a number of technical and community organization boards at both the state and local level including the Cabarrus Regional Chamber of Commerce, the Concord Rotary Club, and the NC Geographic Information Coordinating Council, among others. Mr. Rankin is currently serving as the Chair of the Governing Board for the Carolina Thread Trail.
Mr. Craddock received his professional license in 1978 and has been in the field of surveying ever since. Mr. Craddock has performed extensive boundary, subdivision, and topographic surveys ranging from small lots to large, commercial endeavors. Mr. Craddock has been a Project Manager for CESI since 1986 and has supervised projects for NCDOT, US Army Corps of Engineers, the Appalachian Trail, NC Geodetic Survey, and many county, municipal, institutional, and private clients. Mr. Craddock is the Executive Vice-President of the firm.
Mr. Reese has over 30 years of experience serving on both sides of the design and construction spectrum. He has been licensed since 1992 and began his career working in grading and paving as a Project Manager overseeing construction for municipal, institutional, and commercial projects. A leader on the CESI team since 2006, Mr. Reese’s comprehensive experiences allow him to create designs which make sense to a contractor and are economical for the client. He believes issue resolution drives project schedules and budgets, and strives to apply his energy and engineering knowledge to help create projects that meet the client’s needs, budgets, and schedules.
Mr. Haywood joined CESI in 1997 and has served in many capacities since then. He initially worked in the field leading survey teams performing all types of location, construction, and control surveys, but then transitioned to office support providing computation and mapping expertise to support numerous field crews. Prior to becoming Project Manager for CESI, Mr. Haywood spent several years providing close surveying and technical support on selected projects for our engineering team. Mr. Haywood received his PLS in 2009 and is a professional and business leader for CESI. His project experience includes providing services for public clients on projects such as the NCDOT Route Locations Contract, USACE - Wilmington District, Military Ocean Terminal Sunny Point, the Cherokee National Forest, and numerous private and industrial clients.
Licensed in 1985, Mr. Sandlin has over 30 years of experience working in the surveying industry including establishing his own firm serving coastal North Carolina prior to joining CESI in 1995. Since then Mr. Sandlin has worked in all areas of the state from the mountains to the coast. He has provided professional services on thousands of boundaries, easements, right-of-ways, subdivisions, topographic surveys, construction layouts, control surveys, floodplain certifications, and much more. Mr. Sandlin is deeply involved in several professional organizations related to the surveying industry. He recently served as the President of the NC Society of Surveyors and was named NCSS Surveyor of the year for 2015.
Mr. Eaves received his license in 2002 and joined CESI 2006. He manages the environmental due diligence, geotechnical engineering, and construction materials testing for our firm and oversees daily operations of materials testing and geotechnical engineering staff, performs field evaluations and inspections, and reviews all field reports and test data. His experience with CESI includes residential, institutional, commercial, municipal, and industrial projects. These project scopes include geotechnical investigation, environmental assessments, subgrade evaluation, laboratory testing of the soils, field density testing of mass earth fill, utility trench backfill, foundations, reinforced concrete and masonry, structural steel, asphalt, and concrete paving.
Mrs. Hathcock joined CESI in 1999 as a CPA. She handles all accounting functions including payroll, accounts payable, accounts receivable, and all banking transactions. She also manages employee benefits such as securing insurance providers, analyzing options, and implementing changes. Mrs. Hathcock is also responsible for responses to Request for Qualifications.
Ms. Underwood received her license in 2007 and joined CESI in 2014. An officer in the North Carolina Air National Guard, she is trained in leadership, teamwork, and perseverance. As our Civil Engineering Project Manager, she is responsible for client contact, project design and production, and overall project coordination. Ms. Underwood has had the opportunity to design, permit, coordinate, and manage a variety of design-build and design-bid-build projects.
CESI takes pride in their community. Many members of the CESI team serve in community organizations such as the Cabarrus Regional Chamber of Commerce, the Concord Rotary Club, the Concord Downtown Development Corporation, the Cabarrus Arts Council, the Boys and Girls Club, the YMCA, and the Carolina Thread Trail, among many others.
